NSC vs IEB vs SACAI vs DBE vs CAPS: What's the Difference?

CAPS is the curriculum learners study from Grade R to 12. The National Senior Certificate is the matric qualification. The DBE, the IEB and SACAI are the exam boards that assess it, and Umalusi certifies it. That means several of the most-searched comparisons are not real choices at all — IEB learners write the NSC, and SACAI assesses CAPS. The exam board is the only genuine variable. The curriculum and the qualification are the same for every matriculant in the country, which is exactly why universities can compare applicants from any school on the same basis.

CAPS is the curriculum learners study from Grade R to 12. The National Senior Certificate (NSC) is the matric qualification. The DBE, the IEB and SACAI are the exam boards that assess it, and Umalusi certifies it. So "IEB vs NSC" isn't a real choice: IEB learners write the NSC.

South African schooling has a lot of acronyms, and most comparisons online mix them up — setting a curriculum against a qualification, or an exam board against the certificate it issues. Once you see which is which, almost every "vs" question answers itself. Here's how the pieces fit together.

The five terms in one minute

  • CAPS — the curriculum. The Curriculum and Assessment Policy Statement: what is taught, in every subject, from Grade R to Grade 12. In Afrikaans it's KABV — the same curriculum

  • NSC — the qualification. The National Senior Certificate, South Africa's matric: a 130-credit qualification at Level 4 of the National Qualifications Framework

  • DBE — the public exam board. The Department of Basic Education sets and runs the NSC examinations for public schools

  • IEB — an independent exam board. The Independent Examinations Board assesses the NSC for registered independent schools

  • SACAI — an independent exam board. The South African Comprehensive Assessment Institute assesses the NSC mainly for distance-education providers and online schools

And one more: Umalusi — the Quality Council that accredits the exam boards, quality-assures their examinations and issues the certificates.

How they fit together

Every matric learner in South Africa:

  1. Follows CAPS — the same national curriculum

  2. Writes the NSC examinations through one exam board — the DBE, the IEB or SACAI

  3. Receives a National Senior Certificate, quality-assured and certified by Umalusi

The exam board is the only variable. The curriculum and the qualification are the same for everyone, which is why universities can compare applicants from any school on the same basis.

NSC vs Senior Certificate: what's the difference?

The Senior Certificate was South Africa's matric qualification before 2008. The National Senior Certificate replaced it, with the first NSC examinations written in 2008.

What changed:

  • The curriculum moved to the National Curriculum Statement, now delivered through CAPS

  • The pass levels became the bachelor, diploma and higher certificate passes used today

  • "Matric exemption" — the old Senior Certificate term for a university-entry pass — became the bachelor pass

The amended Senior Certificate still exists today as a separate matric route mainly for adults who didn't complete school. It's a different qualification from the NSC.

For a school-leaver today, matric means the NSC. Older relatives' certificates may still say "Senior Certificate" — both are recognised, but they're different qualifications from different eras.

IEB vs NSC: why it's the wrong comparison

The IEB doesn't award its own qualification. IEB learners write the National Senior Certificate. So "IEB vs NSC" compares an exam board with the certificate it assesses.

The real comparison is between exam boards: an IEB NSC, a SACAI NSC or a DBE NSC. All three are the same qualification.

SACAI vs CAPS: why it's the wrong comparison

SACAI assesses CAPS. SACAI is an exam board; CAPS is the curriculum it examines. A SACAI learner follows CAPS and writes the NSC.

If you're choosing between them, the real question is usually: which exam board — SACAI or the IEB — should my child write matric through?

IEB vs DBE vs SACAI: the real differences

All three:

  • Assess the same CAPS curriculum

  • Lead to the same National Senior Certificate

  • Are accredited and quality-assured by Umalusi

  • Are accepted by South African universities on the same terms

What differs:

DBE

  • Who writes: public school learners — the vast majority of matriculants

  • 2025: an 88.0% national pass rate, the highest on record

IEB

  • Who writes: learners at IEB-registered independent schools

  • 2025: 17,413 candidates; 98.31% pass rate; 89.12% achieved entry to degree study

  • Known for: an assessment style that emphasises understanding and application

SACAI

  • Who writes: learners at registered distance-education providers and online schools — 94% of its candidates in 2025 — and smaller independent schools

  • 2025: 6,168 candidates; 73.16% pass rate; 51% of passes qualified for degree study

Why the pass rates differ: each board examines a different group of learners. The IEB's candidates come largely from independent schools, many with selective admissions; SACAI's include learners who left mainstream schooling for many reasons. Different cohorts produce different results — the certificate is the same.

Who is Umalusi, and why does it matter?

Umalusi is the Council for Quality Assurance in General and Further Education and Training — the body that makes a matric from any exam board worth the same. For matric, it:

  • Accredits the exam boards

  • Moderates question papers and marking

  • Monitors the writing of examinations

  • Approves the release of results

  • Issues the National Senior Certificate

A common mistake: Umalusi doesn't accredit schools. A school is "accredited" for matric when it's registered with an Umalusi-accredited exam board — the DBE, the IEB or SACAI.

What this means for choosing a school

Ask three questions, not one:

  1. What curriculum? In South Africa, almost always CAPS

  2. Which exam board? The DBE, the IEB or SACAI — and is the school registered with it?

  3. What qualification? The National Senior Certificate

Watch for marketing that mixes the terms. A school offering "CAPS, IEB and SACAI curricula" is describing one curriculum and two exam boards — not three different options for your child's education.

Common mix-ups in school marketing

"IEB curriculum" or "SACAI curriculum." There's no such thing. Both are exam boards that assess CAPS.

"Umalusi-accredited school." Umalusi accredits exam boards, not schools. The accurate claim is "registered with the IEB" or "registered with SACAI."

"International matric." South Africa's matric is the National Senior Certificate. International school-leaving qualifications are different qualifications, and need a USAf exemption for South African degree study.

"Matric equivalent." Ask exactly which qualification your child will receive, and who certifies it.

How to check which exam board your child writes through

  • Ask the school in writing which exam board it registers learners with for Grade 12

  • Ask for the school's registration number with that board

  • Check it with the exam board directly — both SACAI and the IEB can confirm a registration

  • Look at the statement of results — it names the exam board and the qualification

How Teneo fits

Teneo Online School teaches CAPS from Grade R to Grade 12. Its matric learners write the National Senior Certificate through one of two Umalusi-accredited exam boards: the IEB (registration 11489) or SACAI (registration 99304).

In practice:

  • Grades 4 to 9 follow the IEB route, in English or Afrikaans

  • Grades 10 to 12 choose the IEB (in English) or SACAI (in English or Afrikaans)

Frequently asked questions

What is the difference between CAPS and the NSC? CAPS is the curriculum — what learners study. The NSC is the qualification learners receive at the end of Grade 12.

What is the difference between the IEB and the NSC? The IEB is an exam board; the NSC is the qualification. IEB learners write and receive the National Senior Certificate.

What is the difference between SACAI and CAPS? SACAI is an exam board that assesses the CAPS curriculum. A SACAI learner follows CAPS and writes the NSC.

What is the difference between the IEB and the DBE? Both are exam boards for the National Senior Certificate. The DBE examines public school learners; the IEB examines learners at registered independent schools.

What is the difference between the Senior Certificate and the National Senior Certificate? The Senior Certificate was the matric qualification before 2008. The National Senior Certificate replaced it.

Is an IEB matric better than a DBE or SACAI matric? They're the same qualification. Universities treat an NSC from any of the three exam boards the same way.

What is KABV? The Afrikaans name for CAPS — the Kurrikulum- en assesseringsbeleidsverklaring.

Who issues the matric certificate? Umalusi, for all three exam boards.

Does Umalusi accredit schools? No. Umalusi accredits the exam boards — the DBE, the IEB and SACAI. Schools register with an exam board.

Can online school learners write the NSC? Yes. Learners at online schools registered with the IEB or SACAI write the same National Senior Certificate, in person at a registered examination centre.

Is the amended Senior Certificate the same as the NSC? No. The amended Senior Certificate is a separate matric route mainly for adults. School-leavers write the National Senior Certificate.
